Import an asset by URL (filtered)

The importer blocks internal hosts with a string blocklist that only knows the two literal spellings localhost and 127.0.0.1. A loopback address can be written many other ways that never contain those substrings, yet still resolve to 127.0.0.1. Reach the internal service on port 8099 without typing either blocked string.
